News analysis: McCain NH campaign unveils “New Hampshire legislative caucus”

On Wednesday, the official campaign issued the following press release, titled “McCain Campaign Names New Hampshire Legislative Caucus”.  Here is the full text of the press release:

Arlington, VA - U.S. Senator John McCain’s presidential campaign today announced the New Hampshire Legislative Caucus for McCain - the only legislative caucus for a presidential candidate in the state.

“As lawmakers we understand the challenges involved in finding solutions to tough policy issues,” said Rep. Maureen Mooney.  “I have a deep respect for Senator McCain’s leadership and courage when it comes to getting things done on the critical issues that face our nation.”

Rep. Gene Chandler added, “While all too many politicians are comfortable merely criticizing controversial legislation, John McCain gets things done.  His ability to reach across the aisle, and willingness to spend political capital when push comes to shove, is unmatched in Washington.  This is the brand of leadership we need in the White House.”

Senator John McCain was very pleased with the support of New Hampshire legislators at today’s press conference.  “I am grateful for the support of the many thoughtful and dedicated state leaders who have stood on my behalf today,” said Senator McCain.  “Each member of the caucus has a celebrated record of service to the people of New Hampshire and I am proud to have them working with me as I campaign in the state.”

The Tower’s analysis:

The best source for detailed information on the various campaigns’ organizations in the Granite State, is the new-media site New Hampshire Presidential Watch, which can be found here.

One of its most informative elements, is a comprehensive list of endorsements by New Hampshire political officials of each candidate in both parties.

NH Presidential Watch currently lists the following Republican state legislators as having endorsed Senator McCain:

  • Senator Jack Barnes - Raymond

  • Senator John Gallus - Berlin

  • Senator Mike Downing - Salem

  • Reps. Fred King, Sr., Eric Stohl, John Tholl, Jr., Bill Remick, and Liz Hager - Concord

  • Rep. Peter Begin - Amherst

  • Rep. Keith Hirschmann - Manchester

  • Rep. Toni Soltoni - Epsom

  • Rep. Kevin Waterhouse - Windham.

Prior to the issue of this press release, according to NH Presidential Watch, at least nine House members had endorsed McCain (and it’s possible that there are others which the site hasn’t listed).  With this press release adding another half-dozen, the number has swelled to a minimum of 15.

McCain’s legislative endorsements in New Hampshire are far greater than any of his Republican rivals for the nomination.  McCain has at least three state senators and 15 state representatives - enough, in fact, for a legislative caucus to be created.

According to NH Presidential Watch, Rudy Giuliani has only a pair of state representatives and no state senators.   Mitt Romney, likewise, has only a pair of state representatives and a single state senator.

Because of the importance of organizational strength, particularly in the early-voting states, it is vital for a presidential candidate to garner the support of as many local officials as possible.  Accordingly, the fact that so many more state lawmakers are backing McCain, rather than his main GOP rivals, is an important advantage.  At a time when McCain is struggling in the polls, it should be remembered that his political organization in New Hampshire is second to none, and will play an instrumental role in the January primary.
